Legislator files cyberlibel rap vs news outfit over ‘Oplan Horus’ report

House Majority Leader and Lakas-Christian Muslim Democrats (Lakas-CMD) Executive Vice President Manuel Jose “Mannix” Dalipe has filed a cyberlibel case against The Manila Times and its staff over what he claims is a fraudulent and malicious story that allegedly leaked the Alyansa para sa Bagong Pilipinas’ campaign strategies, including sabotage and other underhanded tactics.

In a report by RH 12 Milky Rigonan, Zamboanga 2nd District Rep. Dalipe lodged the complaint before the Zamboanga City Prosecutor’s Office against publisher Dante Francis Ang II, the news outlet’s editors, writers, and reporter Red Mendoza, whose coverage encompasses the House of Representatives.

The complaint stems from the newspaper’s report that Alyansa devised an “attack plan” dubbed “Oplan Horus,” which allegedly aims to dismantle the influence of the current administration’s political rivals.

“As the leader of Alyansa para sa Bagong Pilipinas, PBBM continues to be attacked and smeared by Duterte’s evil forces. His kindness and tolerance should not be exploited by the opponents, and his reign shall (sic) defend by every beneficiary of the Alyansa,” a supposedly leaked document states, adding that Oplan Horus is to be maintained, as per “the president’s instructions.”

Oplan Horus was purportedly instrumental in former President Rodrigo Duterte’s arrest by the International Criminal Court (ICC), in “launch(ing)” his daughter, incumbent Vice President Sara Duterte’s impeachment, and in toppling Kingdom of Jesus Christ (KOJC) Head Pastor Apollo Quiboloy, thus “weaken(ing)” Duterte’s alliances and “squeez(ing)” his campaign funds.

Dalipe asserted that the document, although bearing his signature, is fake and was made in an attempt to tarnish his and the other aspirants’ reputations.

He stressed that The Manila Times, through their House reporter Mendoza, did not attempt to request a response to the allegations and verify the authenticity of the document.

Navotas City Rep. Toby Tiangco, serving as Alyansa’s campaign manager, denied the allegations, arguing that it is the alliance’s objective to conduct an honest campaign as candidates running under the present administration’s ticket.

According to the online article, the publication had reached out to Tiangco, who conveyed Dalipe’s response, claiming that the document was fabricated.
