

President Ferdinand Marcos Jr. officially introduced Justice Andy Reyes as the Chairperson of the newly created Independent Commission on Infrastructure (ICI), along with its members, on Monday, September 15.
Joining Reyes—who will spearhead the probe into alleged irregularities in flood control and other government projects—are Rogelio “Babes” Singson, former Secretary of the Department of Public Works and Highways (DPWH), and Rossana Fajardo, a Certified Public Accountant and current Country Managing Partner of SGV & Company.
Baguio City Mayor Benjamin Magalong will serve as Special Adviser to the ICI.
“I am very encouraged. Kasi no’ng nakausap ko sila, all of them are in agreement that we have to move very quickly and we have to get something done as quickly as possible,” Marcos said.
The creation of the commission comes amid growing scrutiny of alleged corruption and “ghost projects” in flood control programs nationwide.
Under Executive Order No. 94, the ICI is mandated to gather evidence, review projects, and recommend cases to the Ombudsman, Department of Justice, Civil Service Commission, and other agencies for possible prosecution.
In the recent announcement of PBBM, Justice Andy Reyes will be spearheading the committee together with former DPWH Chief Babes Singso, CPA Rossana Fajardo and adviser Baguio City Mayor Benjie Magalong.
