As of 5 a.m. on Thursday, Typhoon Julian officially exited the Philippine Area of Responsibility (PAR) while slowly moving northeastward towards Taiwan.

According to PAGASA, Julian's eye was located 265 km northwest of Itbayat, Batanes, with maximum sustained winds of 140 km/h near the center and gusts of up to 170 km/h.

Tropical Cyclone Wind Signal No. 1 remains in effect in Batanes.

Meanwhile, a Gale Warning is in effect for the northern seaboard of Northern Luzon, with hazardous sea conditions expected over several coastal areas.

Very rough seas, with waves reaching up to 4.5 meters, are reported around Batanes, making sea travel extremely risky for most vessels, including small seacrafts. Mariners are strongly advised to stay in port or seek safe shelter.

Additionally, rough seas are expected in the waters surrounding the Babuyan Islands, Ilocos Norte, and other regions, with waves ranging from 2.5 to 4.0 meters. Caution is urged for all mariners, especially those on smaller, less-equipped vessels.

Typhoon Julian is forecast to make landfall over southwestern Taiwan today. Although weakening, Julian may still affect Batanes, but no significant impact is expected elsewhere in the Philippines.

The storm is predicted to dissipate over Taiwan by October 4.
