Former Ilocos Sur Governor and senatorial candidate Luis "Chavit" Singson, popularly known as "Manong Chavit," is advocating for a more inclusive approach to the government's Public Utility Vehicle Modernization Program (PUVMP).
Speaking at the Western Visayas Transport Summit in Iloilo, Singson introduced his own version of the e-jeep, emphasizing his role in the modernization efforts before deciding to run for senator. Despite acknowledging the well-meaning intent of the PUVMP, Singson expressed concerns about the financial model, which he believes is not practical for many jeepney drivers who struggle to access bank loans.
"Nang makita ko ang mga hamon na kinakaharap ng ating mga tsuper, alam kong kailangang may mas mabuting paraan. Marami sa kanila ang hindi kayang bayaran ang mga pautang o may limitadong access sa mga serbisyo sa pagbabanko kaya nagpasya na akong personal na pondohan ang transition," said Singson.
The senatorial candidate pledged to offer zero-interest loans to jeepney operators to help overcome financial barriers to participation. His plan also includes providing affordable and eco-friendly electric jeepneys with modern features like air conditioning and solar-powered charging stations. Singson also proposed discounted electricity rates for solar charging stations to lower costs for jeepney owners.
"Ang pag-modernize ng fleet ay hindi lamang tungkol sa pagbibigay ng mas mahusay na mga sasakyan, kasama rin rito pagiging environment-friendly para naman sa susunod na henerasyon," he explained.
Additionally, Singson introduced VBank, a digital payment platform linked to his Vigan Rural Banco Incorporada, to address the financial inclusion challenges faced by jeepney drivers and passengers, especially those without access to traditional banking services.
The platform provides a preloaded card for users, allowing digital payments for fares and money transfers. This solution helps bridge the gap for many "unbanked" Filipinos and supports a cashless society.
Singson’s efforts for PUV modernization have earned support from influential political figures and transport groups, including former President Rodrigo Duterte, the Mayors League, and the Governors League.
"Kontento na ako sa pag-unlad sa aking probinsiya, pero gusto kong makita ang ganitong pag-unlad na umabot sa bawat sulok ng Pilipinas,” he said.
"Ang aking plataporma ay nakatuon sa pag-unlad ng buong bansa," he noted.
Singson also emphasized the importance of peace and stability in achieving sustainable growth, which he believes begins locally but requires national support.
"Kung walang kapayapaan at katatagan, hindi tayo maaaring makausad sa mga proyekto tulad ng modernisasyon," he said.
"Naniniwala akong ang tunay na pag-unlad ay nagsisimula sa lokal, ngunit dapat itong suportahan sa pambansang antas," he added.
