The Department of Justice (DOJ) has issued an immigration lookout bulletin order (ILBO) against Pastor Apollo Quiboloy to monitor his departure from any international airport or seaport in the country.
In a memorandum obtained by DZRH News on March 5, DOJ Secretary Jesus Crispin 'Boying' Remulla said the issuance of ILBO is deemed proper as Quiboloy is being investigated in Senate over the reported large-scale human trafficking, rape, and other crimes within his religious group, Kingdom of Jesus Christ.
"Considering the strong possibility that the subject individual may attempt to place himself beyond the reach of the legal processes by leaving the country, this Department, thus, deems proper the issuance of an ILBO against Mr. Quiboloy in relation to the above-mentioned senate inquiry, to at least monitor the itineraries of his flight, travel, and/or whereabouts," he said.
With this, all immigration officers are instructed to be alert for Quiboloy if he passes through immigration counters and coordinate about the pastor's information with the Senate.
Immigration officers are also directed to "promptly and immediately relay" to the Office of the Secretary and the Senate any pertinent information about Quiboloy's attempt to leave the country.
"Take all other appropriate action, including but not limited to, coordinating with other concerned offices and agencies, and even airlines, especially since international passengers are customarily required to check-in within a specified number of hours before the flight," Remulla said.
He, however, noted that the ILBO cannot prevent Quiboloy from departing the country.
It can be recalled that Senator Risa Hontiveros formally asked Remulla to issue the ILBO against the religious leader who is being investigated by her committee.
