

The Independent Commission for Infrastructure (ICI) is urging Congress to fast-track legislation establishing the Independent Peoples’ Commission and the Independent Commission Against Infrastructure Corruption.
According to a report by RH Jecelle Ricafort on DZRH's Rapido Hataw Balita, the proposed measures aim to strengthen oversight and grant additional authority to commissions monitoring irregularities in flood control projects.
ICI Chairman Andres "Andy" Reyes expressed hope that both the government and the Senate will act promptly on the proposals.
Reyes also thanked President Ferdinand "Bongbong" Marcos Jr. for prioritizing the proposed measures.
"I am glad that the Office of the President has prioritized the pending Senate and House bills proposing the establishment of the Independent Peoples' Commission and the Independent Commission Against Infrastructure Corruption," Reyes said in a statement on March 13, 2026.
"I hope that Congress will promptly act on these bills,” he said.
The announcement came alongside Reyes’ statement that ICI operations will conclude on March 31.
Reyes encouraged government institutions involved in infrastructure project implementation to also act on the commission’s recommendations to improve control, transparency, coordination, and accountability.
"I likewise urge government institutions involved in the implementation and oversight of infrastructure projects to act on the Commission's recommendations for their respective offices to improve transparency, strengthen controls, enhance coordination, reinforce accountability, and prevent the recurrence of infrastructure-related irregularities," he said.
Reyes said the anti-corruption body will help prevent and ensure that similar instances of corruption do not recur in the future.
He extended his gratitude to government agencies that assisted and cooperated with the commission, as well as to the Filipino people for their patriotic commitment.
"As the investigation continues through the coordinated efforts of our government agencies, may we remain vigilant and steadfast in ensuring that those responsible are held accountable and brought to justice," the ICI chairman said.
He added," May we always remember that crime does not, and should never, pay. No one is, and should ever be, above the law."
