

The Independent Commission for Infrastructure (ICI) has invited Budget Secretary Amenah F. Pangandaman to attend a meeting on October 14, 2025, to discuss the procedures governing the National Expenditure Program (NEP) and the implementation of the General Appropriations Act (GAA), including the release of unprogrammed funds, as reported by RH Jecelle Ricafort.
According to a formal invitation letter dated October 7, the commission requested Pangandaman’s presence, along with DBM undersecretaries and designated delegates, at the ICI Building located within the Department of Energy compound in Fort Bonifacio, Taguig City.
The ICI said the meeting seeks to obtain “authoritative guidance” from the Department of Budget and Management (DBM) regarding budget processes, especially in connection with line projects allegedly linked to “ghost projects,” substandard works, or incomplete flood control initiatives.
The commission emphasized that its mandate arose amid reports and allegations of fund misuse and corruption in government flood control and related projects—issues that, it said, “endanger public safety, threaten community welfare, and erode trust in government institutions.”
“The participation of the DBM is indispensable,” the commission stressed, underscoring the need for a comprehensive understanding of budget procedures to ensure that its inquiry remains consistent with existing laws and administrative issuances.
