

Former Bulacan First District Assistant District Engineer Brice Hernandez has been issued a subpoena by the Independent Commission for Infrastructure (ICI), confirmed Senate President Vicente “Tito” Sotto on Thursday.
Sotto said he has already received a subpoena duces tecum and a subpoena ad-testificandum in Brice’s name, which means a subpoena to produce documents, records, and other evidence, and another to appear and testify before the body.
“For the information of Mr. Hernandez and for the public, I just received, moments ago, a subpoena duces tecum for you, for your records, and your subpoena ad-testificandum from the Independent Commission,” he said during the Senate Blue Ribbon Committee hearing.
In addition, the Senate President will be granting the Senate Sergeant-at-Arms the authority to bring Hernandez to the ICI to face their probe. He advised Hernandez to tell the truth, as the investigation conducted by the ICI is different from the Senate’s, which is in aid of legislation, or for the purpose of creating and amending laws.
“You are set to testify to them. So I suggest you collect your thoughts, tell the truth, because the Independent Commission is a different story from ‘in aid of legislation’ that we are doing here. I already received the notice, and I will write an authority for the Sergeant-at-Arms to bring you to the Independent Commission Inquiry,” Sotto addressed Hernandez.
The members of the ICI took their oaths of office on Monday. The probe body was formed for the purpose of investigating irregularities in government infrastructure projects and ensuring those involved in corruption are held accountable.
