The Office of the Ombudsman is now handling nearly all cases against key persons of interest in the flood control anomaly, an official of the Independent Commission on Infrastructure (ICI) told DZRH News.

In a report by RH Jecelle Ricafort on DZRH's Damdaming Bayan, the ICI official said the commission has completed its investigation of the main personalities implicated in the scandal.

For other individuals, the Philippine National Police-Criminal Investigation and Detection Group (PNP-CIDG), the National Bureau of Investigation (NBI), and the Department of Justice (DOJ) are now capable of handling these cases, the official added.

The official explained that this is why some respondents, including Benguet Rep. Eric Yap and his brother, former ACT-CIS party-list Rep. Edvic Yap, may no longer be required to appear before the ICI.

Any statements they make during the commission’s proceedings could potentially be used against them.

The Yap brothers were previously summoned to an ICI hearing in December 2025. Eric Yap did not attend as he was abroad at the time.

Immigration spokesperson Dana Sandoval confirmed that both Yap brothers are currently in the Philippines and have hold departure orders.

No decision has yet been made by President Ferdinand Marcos Jr. on whether to dissolve the ICI or replace the commissioners who resigned.

Marcos on Wednesday (Manila time) said the ICI has completed its work, but he would still like to wait and see what else they can do.

Created in September 2025 through Executive Order No. 94, the ICI was tasked with investigating alleged anomalies in flood control and other government infrastructure projects over the past 10 years.

The commission is now collating its findings and drafting a final report, having gathered and evaluated evidence, intelligence reports, and other relevant information on possible irregularities.
