ICC issues arrest warrant vs Sen. Bato Dela Rosa – Omb. Remulla

The International Criminal Court (ICC) has reportedly issued an arrest warrant against Senator Ronald “Bato” Dela Rosa, Ombudsman Jesus Crispin “Boying” Remulla confirmed on Saturday, November 8, during DZRH’s Executive Session.

“I think so, I would say so. I have it on good authority that someone spoke to me earlier,” Remulla said, when asked if the warrant had been confirmed.

He added that the extradition process has recently changed, following the Supreme Court’s new rules on extradition issued on October 1, and noted that the alleged offenses are considered “extraditable.”

Although the Philippines is no longer a member of the Rome Statute and has no existing treaty with the ICC, Remulla emphasized that the government respects the court as a legitimate foreign judicial body.

He explained that any extradition request would be filed through the Department of Justice, coordinated via the Office of the Chief State Counsel, with the Solicitor General presenting the government’s position.

Dela Rosa, who led the Philippine National Police under the Duterte administration, was at the forefront of the controversial anti-drug campaign, which has been linked to alleged crimes against humanity.

These same allegations were also the basis for the ICC’s arrest warrant against former President Rodrigo Duterte, who is currently detained in The Hague, Netherlands.

Meanwhile, Department of the Interior and Local Government (DILG) Secretary Jonvic Remulla said that, as of one hour ago, the Center for Transnational Crimes has not received any red notice against Senator Bato Dela Rosa.

“We cannot comment without an actionable document,” the DILG Secretary said.

The Department of Justice (DOJ) also responded through Spokesman Martinez, saying they are currently working to verify the information regarding Dela Rosa's ICC arrest warrant.

"We have not yet seen or received a copy of said arrest warrant. Further details will be provided as soon as they become available," Martinez said.
