The House of Representatives on Monday proposed to form a special oversight committee to monitor the spending of confidential and intelligence funds (CIFs) by some government agencies.
In a report by RH 12 Milky Rigonan, Marikina 2nd District Representative Stella Quimbo made the recommendation to ensure transparency in the spending of government funds.
In Quimbo’s proposal, the special committee will be headed by House Speaker Martin Romualdez, with three members from the majority and one from the minority, to make sure that the CIFs are used properly.
According to her, as one of the Commission on Audit’s (COA) budget sponsors, this is contained in the COA’s audit observation memo for 2022.
Moreover, the COA promised to submit an explanation by November 15 to clear out how the P125 million CIF of the Office of the Vice President (OVP) last year was spent in just 11 days.
Under her proposal, Quimbo emphasized that the special committee shall have the privilege of providing complete access to the reports to Congress under joint circular 2015-001.
