

The House Committee on Justice on Wednesday, February 4, has declared "insufficient in substance" two impeachment complaints filed against President Ferdinand “Bongbong” Marcos Jr., effectively dismissing both cases after separate committee votes.
The first impeachment complaint, filed by lawyer Andre de Jesus and Pusong Pinoy Party-list Representative Jett Nisay, was rejected after the committee voted 42 in favor of dismissing the complaint, one against, and three abstentions.
The panel ruled that the complaint failed to meet the constitutional requirement of sufficiency in substance.
The second impeachment complaint, filed by the group Bayan and endorsed by the Makabayan bloc, met the same fate after a motion to declare it sufficient in substance was voted down. The committee voted seven in favor, 39 against, with no abstentions.
The second complaint was dismissed during the same committee’s session on Wednesday.
The Bayan-led complaint was signed by former and incumbent progressive leaders, including Liza Maza, France Castro, and Neri Colmenares, among others, and was formally endorsed by Makabayan bloc lawmakers.
Among the grounds cited in the complaint was alleged betrayal of public trust, particularly in relation to the implementation of the Baselined-Balanced-Managed (BBM) Parametric Formula for the allocation of infrastructure projects. The complainants argued that the formula resulted in inequitable distribution of public funds.
With the committee’s rulings, both impeachment complaints will no longer proceed to further deliberations in the House of Representatives.
