The House Committee on Justice has declared the third and fourth impeachment complaints filed against Vice President Sara Duterte “sufficient in grounds,” clearing the way for formal hearings.

During Wednesday’s committee session, Rep. Atty. Gerville Luistro moved to declare the third complaint, filed by Zabalia and others, as having sufficient grounds. After receiving a second and hearing no objections, the committee approved the motion.

“There is an amended motion to declare the third impeachment complaint, the Zabalia et al impeachment complaint, sufficient in grounds," Luistro said.

Following this, a motion was made to declare the fourth complaint, filed by Cabrera, sufficient in grounds. While Rep. Rufus Rodriguez noted that only two of the four allegations in the fourth complaint were sufficient, he raised no objection to the motion. The committee subsequently approved the declaration.

“I would just like to state that in this fourth impeachment complaint, I find two to be sufficient, the three are not. So that is my manifestation, but I have no objection,” Rodriguez said.

With Vice President Duterte choosing not to respond to the complaints and the complainants waiving their right to reply, the House Committee on Justice is now preparing to commence formal hearings on March 25, 2026.
