The House of Representatives on Monday, July 24, formally opened the second regular session of the 19th Congress, after a short break.
About 311 members were present during the roll call.
Similar to Senate, the House approved and adopted Resolution No. 1122 and 1123 which respectively informs the Senate and President Ferdinand 'Bongbong' Marcos Jr. "that a quorum being present, the House of Representatives has entered upon exercise of its functions".

In his address, House Speaker Martin Romualdez urged lawmakers to be steadfast in passing the 20 legislative measures previously approved by Marcos and the Legislative-Executive Development Advisory Council (LEDAC) earlier this month.
The said measures are targeted to be passed by December this year.
He also urged House members to remain committed to spurring economic growth, alleviating poverty, augmenting health care services, and fostering job opportunities for Filipinos.
"We are not simply lawmakers, but nation builders and champions of the Filipino people," Romualdez stressed.
Before the opening of the session, House Speaker led the ceremonial ribbon cutting for the unveiling of the digital wall located at the House of Representatives main lobby.
The digital wall is a video slideshow featuring portraits of 314 House members.
Romualdez was joined by former president and current House Deputy Speaker Gloria Macapagal-Arroyo, Ilocos Norte 1st district Rep. Sandro Marcos, and other lawmakers.
House members will convene with their counterparts, Senate members to watch and listen to Marcos' second State of the Nation (SONA) set at 4 PM.
