The House of Representatives approved the final reading of House Bill (HB) 10730, or the PHIVOLCS Modernization Act, on Wednesday, September 4.
The bill received 183 affirmative votes during its third final reading. No lawmaker voted against or abstained from voting.
Under HB 10730, PHIVOLCS' technological operational capacity will be improved, allowing for the strengthening of its role in mitigating disasters like volcanic eruptions, earthquakes, and other related phenomena.
“HB 10730 provides for the creation of the PHIVOLCS Modernization Fund in the amount of P7 billion, to be sourced from the national government’s share in the net income from Bangko Sentral ng Pilipinas, Bases Conversion and Development Authority, Tourism Infrastructure and Enterprise Zone Authority, Civil Aviation Authority of the Philippines, Philippine Ports Authority and the Philippine Amusement and Gaming Corporation,” the House indicated.
House Committee on Science and Technology chairperson and Aklan Rep. Carlito Marquez principally authored the bill. He highlighted the need to arm PHIVOLCS with modern equipment and facilities to improve the preparation and response during calamities.
"What does this mean for the local government units? PHIVOLCS will play a crucial role in enhancing their disaster preparedness plans, ensuring that risk communication with their constituents is clear, effective, and timely," Marquez said.
Moreover, the bill also mandates the stronger collaboration between PHIVOLCS and local government units (LGUs) in creating plans to increase public resilience to earthquakes, volcanic eruptions, and tsunamis.
