The House of Representatives has passed on the third and final reading the measure that seeks to grant another 25 years of franchise to government-owned media Intercontinental Broadcasting Corporation (IBC-13).

During Tuesday's House session, majority or a total of 272 lawmakers voted 'yes' for the passage of House Bill No. 6505.

Under the measure, the IBC-13 is granted to use “digital television system, through microwave, satellite or whatever means" and "the use of any new technology in radio and television systems, with the corresponding technological auxiliaries and facilities, special broadcast and other program and distribution services and relay stations.”

The bill directed the state-owned media to provide free of charge and enough public service time for the government to discuss public issues and relay important public announcements as well as warnings concerning public emergencies and calamities.

It also said that IBC-13 must give "sound and balanced programming", "promote public participation", "assist in the functions of public information and education", and among others.

HB 6505 was written by representatives Joey Sarte Salceda, Gus Tambunting, Shernee an-Tambut, Kristine Singson-Meehan, Noel “Bong” Rivera, and House Majority Leader Manuel Jose “Mannix” M. Dalipe.
