Three House leaders have filed a resolution seeking to amend certain economic provisions of the Philippine 1987 Constitution.
Resolution of Both Houses (RBH) No. 7 was introduced and filed by Congressmen Aurelio 'Dong' Gonzales, David 'Jay-jay' Suarez, and Manuel Jose 'Mannix' Dalipe on Monday, February 19.
They proposed to amend articles focusing on legislative franchises to public utilities, education, and public services — identical to RBH No. 6 filed by Senate President Juan Miguel 'Migz' Zubiri, Senate President Pro-Tempore Loren Legarda, and Senator Sonny Angara last month.

Gonzales, Suarez, and Dalipe restated the Senate's proposal to amend the following:
- Section 11 of Article XII (National Patrimony and Economy)
- Paragraph 2, Section 4 Article XIV (Education, Science and Technology, Arts, Culture, and Sports)
- Paragraph 2, Section 11 of Article XVI (General Provisions)
The proposed amendments shall be voted on by 3/4 of all members of Congress.
“The nation’s economic policy must be reframed under the demands of this increasingly globalized age, while still protecting the general policy of Filipino-first that guides the economic provisions of the Constitution,” the House lawmakers remarked.
Senator Risa Hontiveros earlier told reporters that some Senators are no longer supportive in proposed economic Charter-change.
"May mga kasama kami sa majority, base sa body-language nila na hindi rin ganap na sumusuporta sa Resolution of Both Houses No. 6. Alalahanin natin, kailangan ng 2/4 of the Senate para aprubahan ang RBH 6, ibigsabihin kailangan nila mag-muster ng 18 votes," Hontiveros said.
She also conveyed the Minority's intention to oppose RHB No. 6 through seven negative votes.
"Ibigsabihin din, kailangan lamang namin ng pito para sanggaan ito. Tatrabahuhin namin. Kakayanin namin ng pito kahit sa RBH 6," the Senator said.
Ngayon pa lang ay may desisyon na ang Minority sa Senado na hindi suportahan ang Economic Cha-cha.
