The House of Representatives detained Bauan, Batangas Mayor Ryanh Dolor on Thursday, March 27, following the contempt citation issued by the panel. Dolor was arrested shortly after he arrived at the Ninoy Aquino International Airport (NAIA) Terminal 1 in Pasay City.
According to a report by RH 12 Milky Rigonan, the contempt order stemmed from his repeated absences in the House Committee on Public Accounts’ hearings on the privatization of the Bauan Waterworks System (BWS).
Moreover, the committee is also investigating the alleged misuse of funds and irregularities in the operation of his office.
Dolor had multiple notices sent his way before the contempt citation. Additionally, a show cause order and subpoena were also issued against the mayor. Despite this, Dolor had repeated absences, prompting the panel to cite him in contempt.
According to the panel, Dolor had violated Section 11, paragraph a of the House Rules of Procedure Governing Inquiries in the Aid of Legislation, citing the refusal to obey summons without legal excuse.
Dolor arrived at the NAIA Terminal 1 early Thursday, from Los Angeles, California. Upon arrival, the Office of the House Sergeant-at-Arms, alongside the Airport Police, the Criminal Investigation and Detection Group (CIDG), and the Bureau of Immigration (BI), served the contempt order against the former.
The report mentioned that Dolor flew to the United States after his travel authority, dated March 11 to 26, was approved, citing medical reasons.
After the arrest, the mayor underwent a medical check-up before he was taken to the House detention facility. He will remain at the facility until the committee concludes their hearings.
