House Speaker Martin Romualdez called for the immediate passage of House Bill No. 10159 or the Magna Carta for Children to address the systematic violence and neglect surrounding the youth.
On Wednesday, the House Speaker urged lawmakers to unite for the quick approval of the Magna Carta for Children to provide the youth with a nurturing environment. According to Romualdez, its passage will be a “proactive step” in ending the injustices faced by millions of Filipino children.
The Bill was approved by the House Committee on the Welfare of Children last May 13, and is currently pending its second reading.
According to the House, the bill seeks to establish a robust framework to protect and empower Filipino children. Its provisions were aligned to the national laws, and of the United Nations Convention on the Rights of the Child (UNCRC). It also ensures that non-discrimination, survival, development, and child participation leave no aspect of child welfare unaddressed.
“This bill integrates and strengthens existing child protection measures, addressing gaps and ensuring that no child is left behind. It is a testament to our collective commitment to uphold children’s rights and to safeguard their future,” Romualdez said.
The bill also seeks to eliminate child labor and designates children as “zones of peace” in conflict areas. With this, child-friendly spaces are mandated to ensure that they have access to education, healthcare, and legal aid.
“The Magna Carta for Children is more than a piece of legislation — it is an expression of our commitment to secure the rights and dignity of every Filipino child. By prioritizing their welfare, we prioritize the future of our nation,” Romualdez said.
