A legislator on Thursday filed a bill before the House of Representatives in a move to ban the practice of reserving parking slots by standing on them.
The proposed House Bill 11076, also the “Mindful Parking” Act aims to do away with the “unwholesome” manner of securing parking spaces. Not only does it go against both the first-come, first-served principle in parking and common courtesy, it puts the individual reserving the area at risk, reasoned Akbayan Partylist Representative Percival Cendaña.
“It is necessary to regulate the use of limited spaces and resources to promote fairness among users and protect them from harm,” he said.
The bill defines parking spaces as areas allotted for the transient parking of a motor vehicle, whether in public or private property.
A fine of ₱2,000 will be imposed on first-time offenders, and ₱5,000 for second offenses, along with a six-month suspension on the driver’s license. Failure to comply a third time leads to a ₱10,000 fine and the revocation of the violator’s license.
Establishments will be called to enforce such policies with fitting penalties; those which do not will be fined at least ₱10,000, and at most, ₱50,000.
Administrative jurisdiction for violations falls on the Land Transportation Office (LTO), should the bill be made into law.
