President Ferdinand Marcos Jr. issued Executive Order No. 64 that grants salary increase and additional allowance to government workers.

“Given the prevailing economic circumstances, including the erosion of purchasing power due to inflation, there is a need to update the salaries and benefits of government personnel in order to maintain a competent, committed, agile, and healthy workforce, thereby promoting social justice, integrity, efficiency, accountability, and excellence, and ultimately translating to increased productivity and higher-quality public service,” President Marcos stated.

Under the authority granted by the President, Executive Secretary Lucas Bersamin signed EO 64 on Friday, August 2. The Order will take effect immediately upon publication in the Official Gazette or in a newspaper of general circulation.

The updated salary schedule applies to all civilian government personnel across the Executive, Legislative, and Judicial branches, as well as to Constitutional Commissions and other Constitutional Offices.

Executive Order 64 extends to Government-Owned or Controlled Corporations (GOCCs) that fall outside the purview of RA 10149, known as the “GOCC Governance Act of 2011,” and EO No. 150 (s. 2021), as well as to Local Government Units (LGUs).

The revised salary structure for National Government Agencies (NGAs) will be phased in tranches and will retroactively be applied.

Additionally, eligible government workers will be granted an annual medical allowance of P7,000 to help cover expenses related to health maintenance organization (HMO) benefits.

The Department of Budget and Management (DBM) will be responsible for providing the guidelines required to enforce certain aspects of EO 64.
