Goring has weakened into a typhoon while it moves in a counter-clockwise loop over the Philippine Sea, the state weather bureau said on Monday, August 28.

In its 5 AM bulletin, PAGASA said the center of the eye of Goring was last spotted 210 kilometers (km) East of Casiguran, Aurora, packing maximum sustained winds of 175 km per hour (kph) and gustiness of up to 215 kph.

The typhoon is heading east southeastward at the speed of 15 kph.

The state weather bureau retains Tropical Cyclone Wind Signal (TCWS) No. 1 in the following areas:

  • Batanes
  • Babuyan Islands
  • the northern and eastern portions of mainland Cagayan (Camalaniugan, Pamplona, Gonzaga, Santa Teresita, Baggao, Buguey, Santa Ana, Claveria, Aparri, Ballesteros, Abulug, Sanchez-Mira, Santa Praxedes, Allacapan, Lal-Lo, Lasam, Peñablanca, Iguig, Amulung, Gattaran, Alcala)
  • the eastern portion of Isabela (Dinapigue, San Mariano, San Guillermo, Ilagan City, Tumauini, San Pablo, Cabagan, Maconacon, Divilacan, Palanan)
  • the northern and central portions of Aurora (Casiguran, Dinalungan, Dilasag, Baler, Dipaculao, Maria Aurora, San Luis)
  • Polillo Islands
  • the northern and eastern portions of Camarines Norte (Capalonga, Jose Panganiban, Paracale, Vinzons, Talisay, Daet, Mercedes) including Calaguas
  • Islands the northeastern portion of Camarines Sur (Siruma, Tinambac, Lagonoy, Garchitorena, Caramoan)
  • the northern portion of Catanduanes (Panganiban, Caramoran, Viga, Bagamanoc, Pandan)

PAGASA said areas under TCWS No. 1 may experience minimal to minor impacts from strong winds.

It noted that the extreme northern Luzon and the northern or northeastern portion of mainland Cagayan may be placed under higher TCWS on Monday or Tuesday.

The state weather bureau forecasted that Goring may close approach or landfall over Batanes by Wednesday.

It added that it Goring may pass the southern portion of Taiwan between Wednesday evening and Thursday morning.

"Afterwards, it will exit the Philippine Area of Responsibility (PAR) on Thursday morning or afternoon and cross the Taiwan Strait before making landfall over southeastern China on Friday evening or on Saturday early morning," it said.

PAGASA said Goring may be elevated to a super typhoon category anew by Tuesday.

The state weather bureau said the enhanced southwest monsoon will persistently cause gusty conditions over Aurora, Bataan, Metro Manila, CALABARZON, MIMAROPA, Bicol Region, Visayas, Dinagat Islands, Camiguin, and most of Zamboanga Peninsula.

TROPICAL DEPRESSION OUTSIDE PAR

In a press briefing, PAGASA weather specialist Obet Badrina said another tropical depression outside PAR may enter by Wednesday evening or Thursday morning.

He said the tropical depression was last spotted 2,065 km east northeast of eastern Visayas as of 3 AM.

The PAGASA weather specialist said the tropical depression will develop into a typhoon before it enters PAR, and it will be given a local name Hannah once it is inside the country.

"Dahil dito sa dalawang bagyo na ito na papasok at lalabas sa araw ng Huwebes, magpapatuloy ang pagpapaigting sa hanging habagat," Badrina noted.

"Kaya asahan na ho natin ngayong linggo, partikular na sa bahagi ng Luzon at Western Visayas magpapatuloy ang maulap na kalangitan at mas malaking tyansa na pag-ulan," he added.

The PAGASA weather specialist said while the tropical depression will not directly affect the country, the enhanced southwest monsoon will continue to be felt.
