Senator Win Gatchalian on Sunday said that he is willing to review the proposed SIM Card Registration Act after it was vetoed by President Rodrigo Duterte.
Gatchalian said the executive branch must have seen a problem on how to implement certain provisions stated in the bill, which could render the proposed legislation useless.
"Kapag sinabi ng ehekutibo, 'yang ginawa niyong batas hindi namin maimplement, useless din, magiging useless na batas po 'yun," he told DZRH in an interview.
(When the executive says that the law made cannot be implemented, it will be useless, the law will be useless.)
"Kaya ako ay willing akong makipagtrabaho sa ehekutibo, bukas ang aking isipan na ayusin itong batas na ito," he said.
(Which is why I am willing to work with the executive branch, my mind is open in fixing this law.)
Duterte vetoed the bill noting that the inclusion of social media providers in the proposed law, which was not included in the original version, needs a more thorough study.
"The President similarly found that certain aspects of state intrusion, or the regulation thereof, have not been duly defined, discussed, or threshed out in the enrolled bill, with regard to social media registration," said acting presidential spokesperson Martin Andanar in a statement.
According to Gatchalian, he is willing to look at the provisions that cannot be implemented in order to make the law, once passed, efficient.
"Willing ako na tignan yung mga provision na hindi maimplementa para maging maayos itong batas at epektibo."
(I am willing to look at the provisions that cannot be implemented to have a fixed and effective law.)
He then added that other legislators and fellow Filipinos should open their minds and be "cooperative" for the law to be implemented.
Gatchalian previously had a version of the proposed SIM Card Registration Act, but his version did not include the registration of social media users.
