Floods submerged several provinces in the Eastern Visayas region due to the continous shear line-induced rains on Tuesday, Nov. 21.
According to RH Jayne Galit Bantayan's report, the flood reached up to the rooftops of several houses in Northern Samar province, particularly in the Municipality of Catarman.
Power shutdowns were experienced in the Municipalities of Catarman, Lope De Vega, Catubig, and Bobon.
Rescue teams have been deployed to save residents who are stranded in their homes.

In an interview during DZRH Public Service Hour, PDRRMO Northern Samar Officer Josiah Echano said the severe flooding have affected 60 percent of the barangays in Northern Samar.
"Habang tahimik pa ang shearline, we are conducting emergency response operations sa mga hazard-prone areas. Ang pinaka-apektado ay ang Catarman, Northern Samar, ang capital ng ating probinsya," he said.
Echano said the rescued residents were brought to evacuation centers.

No casualties due to the flood had been recorded, so far, according to the PDRRMO Northern Samar Officer.
"Kaya kahit papaano, sa kabila ng bangungot na nangyari mula kahapon ay ito naman zero causalities pa kami. Hopefully, sana ma-maintain ito. Wala pa [naitalang nalunod]," Echano said.
The PDRRMO Officer stated that the shear line-induced rains were the strongest rain they had experienced in the province.
"Lagi kaming binabaha pero ito ang pinaka-malakas na ulan recently. Mas malaki ito sa normally na binubuhos na ulan," he said.
Aside from Northern Samar, provinces of Samar, Eastern Samar, Southern Leyte, and Biliran are affected by the shear line-induced rains, according to the National Disaster Risk Reduction and Management Council (NDRRMC).
