

Five out of 15 contractors had flood control projects in almost all regions nationwide, President Ferdinand “Bongbong” Marcos Jr. revealed.
In a press conference on Monday, August 11, the President stated that the total cost of the flood control projects between July 2022 and May 2025 totaled PHP 545.64 billion. However, he revealed that 20% of the entire budget went to the 15 contractors, raising a disturbing statistic.
Based on the President’s presentation, the top five contractors are: Legacy Construction Corporation; Alpha & Omega Gen. Contractor & Development Corp.; St. Timothy Construction Corporation; QM Builders; and EGB Construction Corporation.
“Five of these 15 contractors have projects in almost all regions nationwide. Ang justification sa pagpili ng kontratista, ay parang sasabihin ay pagbigyan naman natin yung local, para yung mga maliliit na contractor may trabaho naman sila,” the President explained. “Mas mabilis kasi kung local, kausap mo yung tao eh. Again, my experience as governor is that, as much as possible, we try to do it by local…kasi you have some influence over the thing.”
“That for me was the one that stood out very much. Five of these contractors had projects in almost the entire country. Those are the ones that immediately popped out na sa aking palagay ay kailangan natin tingnan,” he explained.
Part of the process of improving the country’s flood control projects is publicizing the list of flood-prone areas, including flood control projects within their barangays.
As the Department of Public Works and Highways’ (DPWH) website on flood control rolls out today, the President reiterated that these were among the initial information they found, and are not assessments.
“They are not assessments. We are not accusing anyone of anything yet. However, it gives us an idea of how this has been conducted,” he stated.
