The Office of the Ombudsman (OMB) found former National Irrigation Administration (NIA) acting administrator Benny Antiporda guilty of acts of harassment and oppression.

Based on the decision dated September 11 but released on September 19, the OMB said Andiporda failed to respond to the accusation previously filed against him.

The former NIA acting administrator will be facing a one-year suspension without compensation.

The OMB, however, absolved Andiporda from grave misconduct and ignorance of the law due to lack of evidence.

It can be recalled that in November last year, the Ombudsman preventively suspended Antiporda for six months without pay following the administrative complaints filed by NIA officials, employees, and lawyers against him.

The multiple complaints were grave misconduct, conduct prejudicial to the best interest of the service, harassment, ignorance of the law, and oppression.

According to the OMB, NIA officials, employees, and lawyers complained that the former NIA acting administrator did some "retaliatory tactics" such as prohibiting travel for Central Office managers, transferring employees without a valid basis, berating and humiliating others, and placing some officials under floating status.
