Former Department of Public Works and Highways (DPWH) Undersecretary Roberto R. Bernardo has submitted a second supplemental affidavit to the Senate Blue Ribbon Committee on Friday, alleging widespread corruption and multi-billion-peso kickback schemes in government infrastructure projects.

Bernardo named several prominent lawmakers, including the following:

  • Sen. Ramon “Bong” Revilla Jr.

  • Makati City Mayor Nancy Binay

  • Sen. Francis “Chiz” Escudero

  • Sen. Jinggoy Ejercito Estrada

  • Sen. Grace Poe

  • Cong. Mary Mitzi “Mitch” Cajayon-Uy

  • Cong. Florida Robes

  • former Ako Bicol Party-list Rep. Zaldy Co

The aforementioned politicians allegedly received project “commitments” ranging from 12% to 25% of project values. He also mentioned intermediaries such as Maynard Ngu and DepEd Usec. Trygve Olaivar in facilitating transactions.

Bernardo alleged that high-ranking DPWH officials, including former Sec. Mark Villar, former Sec. Manuel Bonoan, and former Usec. Maria Catalina “Cathy” Cabral controlled project allocations under the National Expenditure Program (NEP) and received percentages from the collected commitments.

According to Bernardo, he personally handled projects worth billions annually, delivering substantial amounts in cash to lawmakers’ aides or residences.

The former undersecretary emphasized the personal risks in revealing these dealings but stressed the need for transparency and reforms to prevent recurring corruption. He is seeking coverage as a state witness under Republic Act No. 6981 and has pledged full cooperation with ongoing investigations.

The Senate Blue Ribbon Committee inquiring into the anomalous flood control projects resumed on Friday, November 14, and is expected to continue its hearings to verify Bernardo’s allegations and review the submitted documents and annexes detailing the projects and transactions.
