Senator Jinggoy Estrada has proposed an amendment to the Civil Code and Administrative Code of 1987 that would require the publication of all laws, including an online version of the Official Gazette and newspapers, as a prerequisite for their effectivity.

He argued that in the age of information technology, it is necessary to keep up with the times and disseminate information about new policies effectively.

Estrada also noted that ignorance of the law is not an excuse, and it is crucial to inform the public about the laws being enforced by the government.

"Ignorance of the law is no excuse and in this internet-driven information age, everything is quickly and widely disseminated. Dapat makaagapay din tayo sa mga makabago, mabilis at mabisang pagpapalaganap ng impormasyon sa publiko na may kinalaman sa mga ipinatutupad na batas," the solon said.

Estrada has filed Senate Bill 1645 which proposes to include the publication of laws in the online version of the Official Gazette and newspapers of general circulation as a recognized format and channel of publication of laws in the Philippines.

This aims to improve the accessibility of information to the public and keep up with the technological advancements in information dissemination.

This proposal is part of Estrada's efforts to modernize the way laws are published and disseminated in the country.

The bill also proposes adjustments in publication requirements for newly signed laws in response to a national emergency.

The publication of laws is essential to comply with due process, covering all statutes enacted by Congress, presidential issuances, and implementing rules and regulations.

Estrada emphasized that online documents are more accessible to the public, faster, more convenient, and affordable.

"With the advancements in information and communication technology, information dissemination through the internet has become very reliable in terms of speech and reach. Hence, online documents are more accessible to the public in a faster, more convenient and more affordable manner," he added.
