The Department of Migrant Workers (DMW) and the Overseas Workers Welfare Administration (OWWA) are requesting additional funding to support the repatriation of Overseas Filipino Workers (OFWs) stranded in conflict zones in the Middle East.

During a hearing of the Senate Committee on Foreign Relations chaired by Senator Erwin Tulfo, DMW Secretary Hans Leo Cacdac and OWWA Administrator Patricia Yvonne “PY” Caunan highlighted that their current 2026 Emergency Repatriation Fund (ERF) of PHP 1.7 billion may not be sufficient if the conflict escalates and more OFWs request repatriation.

Caunan explained that simulations indicate that the cost to repatriate a single OFW from the Middle East to Mindanao could reach PHP 130,000 per person. With 1,400 OFWs already registered for repatriation and the potential for more, the current ERF allocation of PHP 1.5 billion may fall short.

The agencies have submitted a supplemental budget request to the Department of Budget and Management (DBM) to secure the necessary funds. Officials stressed that timely funding is critical to ensure the safe return of OFWs amid escalating regional tensions.

This development comes amid growing concerns for Filipino workers in areas affected by armed conflict in the Middle East, highlighting the government’s responsibility to provide immediate humanitarian assistance and logistical support for citizens abroad.
