

Department of Public Works and Highways (DPWH) Secretary Vince Dizon directed all officials and employees of the agency to extend full cooperation with the Independent Commission for Infrastructure (ICI) as it begins investigating alleged anomalies and irregularities in government infrastructure projects, particularly flood control projects.
In a memorandum dated September 18, 2025, Dizon stressed that all DPWH personnel are strictly required to provide the ICI with all pertinent documents, information, and testimonies without delay.
“To aid the Independent Commission for Infrastructure (ICI) in carrying out its mandate to investigate government officials and employees involved in anomalies, irregularities, and misuse of funds in the planning, financing, and implementation of flood control and other infrastructure projects nationwide, all DPWH officials and employees are hereby strictly directed to extend full cooperation,” the memorandum stated.
The directive also calls on officials and employees to assist in inspections that the commission may conduct as part of its mandate.
The ICI was established by President Ferdinand "Bongbong" Marcos Jr. to investigate possible misuse of funds, irregularities, and anomalies in the planning, financing, and implementation of flood control and other infrastructure projects nationwide.
"Failure to comply with this directive shall subject the responsible officials and personnel to appropriate administrative and/or criminal action, in accordance with existing laws, rules, and regulations," said in a statement.
Dizon has already filed multiple cases against several DPWH officials, personnel, and contractors connected to anomalies in multi-billion-peso flood control projects.
