

Department of Public Works and Highways (DPWH) Secretary Vince Dizon has requested the Department of Justice (DOJ) to issue an Immigration Lookout Bulletin Order (ILBO) against former DPWH Secretary Manuel Bonoan, Candaba, Pampanga Mayor Rene Maglanque and other corporate officers of the MBB Global Properties Corp. in connection with an ongoing investigation into alleged irregularities in multi-billion peso flood control projects.
The request aims to ensure that those linked to the projects remain under government monitoring and cannot evade accountability while the investigation proceeds.
"An investigation is being conducted on DPWH officials and key officers of construction companies allegedly involved in ghost projects and/or substandard construction of flood control projects," said Dizon in a letter.
"The timely issuance of an ILBO is of utmost necessity to enable the current investigations to proceed without delay and to hold those liable accountable to the Filipino people," he added.
The Blue Ribbon Committee, led by Senate President Pro Tempore Panfilo Lacson, earlier, alleged that Bonoan was engaged in a ‘family business’ arrangement with Maglangue and former DPWH Undersecretary Roberto Bernardo, pointing out that their children were all employed under the same company.
Aside from Bonoan and Maglanque, Dizon also requested that the ILBO cover Sunshine Bernardo, daughter of Bernardo; Macy Monique Maglangke, daughter of Mayor Maglanque; Fatima Gay B. De la Cruz, daughter of Bonoan.
Lacson flagged MBB Global Properties Corporation for its ties to Global Crete Builders, a construction firm owned by Mayor Maglanque.
From 2018 to 2024, Global Crete Builders reportedly secured flood control contracts in Bulacan worth billions of pesos despite questions over project implementation.
The DPWH chief stressed that the issuance of an ILBO is a precautionary step, not a declaration of guilt.
The newly appointed chief emphasized that the move follows President Ferdinand Marcos Jr.’s directive to hold individuals involved in anomalous government projects responsible.
The flood control projects under scrutiny have been marred by allegations of “ghost” and substandard construction, raising concerns over misuse of public funds and compromised infrastructure safety.
As of this writing, the DOJ has yet to confirm whether it will issue the ILBOs as requested.
