Quirino Gov. Dakila Carlo Cua stressed the need to improve the Local Government Code of the Philippines in order to 'adapt to the digital age'.
Cua said that the Local Government Code should have underwent review on 1996, five years after it became law.
"Yung ating Local Government Code ay napagiiwanan na ng panahon. Digital na ang mundo ngayon so kailangan na natin to adapt to the digital age," the local official added.
Cua said that the amendments to Code must address 'structural flaws' in the local government hierarchy system', particularly in tax collection.
"Dito lang siguro sa Pilipinas na mas makapangyarihan ang taxation powers ng munisipyo at lungsod kaysa sa probinsya," the local chief executive explained.
"Parang nakakatawa iyon na yung probinsya ay wala masyadong kapasidad na mag-earn ng revenue kontra sa munisipyo at siyudad," he added.
The governor said that the Local Government Code must also allow officials to become 'creative' in their governance.
"Dapat iyan ay framework. A framework upon which hindi na-overprescribe ang pamumuno para may lugar ang creativity at flexibility ng magagaling na alkalde," Cua explained.
