Not just municipalities can receive a Seal of Good and Local Governance (SGLG) award but also their barangays who have seen great potential in making their community prosper.

Under the Department of Interior and Local Government (DILG) memorandum circular 2023-103, the SGLG for Barangays (SGLGB) is a performance assessment and recognition system that aims to give distinction to barangays with remarkable performance across various governance areas.

Citing the memorandum, Atty. Izza Mari Laurio officer in Charge of the National Barangay Operations office of the DILG said they give an SGLGB based on the following core governance areas:

  • Financial administration and sustainability
  • Disaster preparedness
  • Safety, peace and order
  • Social Protection and Sensitivity
  • Business-friendliness and competitiveness
  • Environmental Management

Two barangay chairman have proudly shared how they managed their barangays well which resulted in their recognition as SGLGB awardee.

Interviewed during DZRH sa Breaktime, Chairman Jocyl P. Montañez of Barangay Lower Pulacan, Labangan, Zamboanga Del Sur said the biggest factor that made them qualified for the award is their unity in their barangay.

Montañez emphasized their transparency of leadership, giving importance to disaster preparedness and peace and order.

"Sa financial administration kasi lahat ng pondo na nilalabas namin ay nilalabas namin ang financial reporting tapos sa disaster preparedness, nagsasagawa po kami palagi ng mga drills," said Montañez.

"May sapat na pondo para magkaroon ng mga ekwipto at nagbibigay din kami ng mga gabay para sa mga residente para sa kanilang mga disaster response. Then sa safety peace and order po is nagsasagawa po kami ng regular na patrol ng mga tanod namin. Pinatutupad po namin ang aming cores tapos yung mga lokal na ordinansa para sa kapayapaan ng aming barangay," she added.

Another awardee is the barangay of Chairman Josephine Madalogdo of Barangay Bita Norte, Oton, Iloilo, who proudly said that they encourage their constituents in joining drills and training for disaster preparedness and others.

Madalogodo also mentioned several awards they received for their best efforts in making their barangay to be recognized.

"Sumasali kami sa sa mga LGU programn like train and drill at nanalo din kami. Mayroon din sa DA (Department of Agriculture) program yung barngay communal garden. Isa din kaming nanalo and then ofcourse yung Hapag Halina't Magtanim ng Prutas at gulay at ofcourse barkada baraangay kalinisan day, including road clearing ginagawa namin yan kasama yng uba't ibang sector sa barangay namin."

"Sa Barkada kalinisan yung ginagawa namin every week nagspeak to ng iabb't ibang sectors na maglilinis ng barangay namin."

Madalogdo also noted that they utilize their budgets properly by being transparent to their people.

"Sa financial namin ni-uutilize namin na kailangan lahat ng budegt namin mapalabas namin tsaka kailanagn makagawa kami ng project sa baranagy namin,"

"Maliit lang yung baranay namin, pero ang ghinagawa namin para magawa kami ng malalaking mga projects, nag-outsource kami sa iba't-ibvang agencies para makapatayo kami ng mga like mga multi-purpose gym at evacuation center."

According to Atty. Laurio, of the 39,623 or 94.25% surveyed barangays in the country, 1,028 or 2.59 % have passed the qualification for SGLB in 2023.

Laurio highlighted that by such awards, respective barangays will be more trusted by the public.

"Ang national passers po ay magpapalakas pa ng tiwala and suporta sa publiko sa barangay," she remarked.
