DILG launches LGUSS to boost digital governance

The Department of the Interior and Local Government (DILG) has proudly announced that its operations have transitioned to a more advanced digital platform.

In an interview during DILG sa DZRH Breaktime on Thursday, Loida S. Linson, Director of the Information Systems and Technology Management Service (ISTMS) of DILG, and Nikko Madrilejos, Chief of the Information Systems Planning, Development, and Project Management Division, introduced the Local Government Unit Support System (LGUSS). This tool or framework is designed to enhance the capabilities and efficiency of local government units (LGUs) across the Philippines.

"Isang proyektong binuo ng DILG upang tugunan ang kautusan ng ating Pangulong Bongbong Marcos na palawakin ang digitalization sa ating bansa. Ito ay may layuning pagaanin ang pang-araw-araw na operasyon ng mga barangay at LGUs at pabilisin ang mga serbisyo sa mamamayan sa pamamagitan ng paggamit ng online system," Linson stated.

Key Components of LGUSS

Linson explained that LGUSS comprises two primary components that play vital roles in improving barangay administration and local governance:

1. Barangay Inhabitants Profiling System

This system gathers and organizes data on barangay residents. It simplifies the recording and maintenance of population information, which is crucial for developing community-targeted plans and projects.

2. Katarungang Pambarangay Information System

This component documents incidents and issues related to peace and order. It supports barangay justice systems in resolving conflicts and addressing community concerns effectively.

Subsystems for Cities and Municipalities

Beyond barangay-level tools, LGUSS includes subsystems for cities and municipalities. These subsystems process data gathered from barangays using data analytics, enabling LGUs to create more detailed and comprehensive plans for projects, administrative tasks, and daily operations.

"Unang-una, ang mga benepisyo po nito ay mas mabilis ang trabaho ng ating mga barangay, city, at municipal officials. Mas mabilis din po ang serbisyong maibibigay sa publiko sa pamamagitan ng digitalization at work automation," Linson added.

Online Services for Residents

Through LGUSS, residents can now request barangay clearances and certificates online. The system also facilitates barangay justice processes, making services more accessible and efficient.

Online Database and Barangay Websites

Barangays now have an online database for ordinances and their own official websites. These tools promote transparency and provide centralized access to information.

Enhanced Data Security

Data security is a priority under LGUSS. Only authorized users can access the system, ensuring the confidentiality and integrity of sensitive information. Additionally, all data is stored in the cloud, protecting it from disasters like floods and fires.

Efficient Report Generation

The centralized database enables faster and more efficient report generation for various government agencies. Authorized users can easily retrieve data using the necessary information and devices.

Continuity of Data Across Administrations

LGUSS addresses a longstanding problem in barangays: the loss of records during leadership transitions. Unlike in the past, when outgoing officials might delete data, the system ensures that incoming officials have access to existing records, eliminating the need for repetitive data collection.

"Isa ito sa mga nagiging problema ng mga barangay. Kapag nalipat, nade-delete ng secretary ang data. Ngunit sa pamamagitan ng LGUSS, hindi na kailangang mag-ulit ng data collection," Madrilejos emphasized.

With LGUSS, barangays are now better equipped to provide efficient services, maintain data integrity, and respond effectively to the needs of their constituents. This initiative reflects DILG's commitment to advancing digital transformation across LGUs.
