Two local government units (LGUs) proudly received the prestigious Maturity Level 2 Program to Institutionalize Meritocracy and Excellence in Human Resource Management (PRIME-HRM) award from the Philippine Civil Service Commission (CSC).

During an interview on DILG sa DZRH sa Breaktime on Wednesday, San Andres, Catanduanes Mayor Atty. Leo Mendoza and Mr. Jovy M. Samson, PhD, Provincial Human Resource Management Officer of Sultan Kudarat, shared their strategies for achieving this milestone.

According to Mayor Mendoza, various in-house training sessions and seminars have been conducted to enhance their human resource management practices.

"Matagal na proseso po ang ginawa natin. Unang-una, before 2018 tayo po ay nagpa-assess, may mga failures tayo noong simula at hindi tayo pumasa sa mga first assessment. But later on, in 2019, nag-request po kami na ienroll kami sa PRIME-HRM. Simula noon, continuous po ang training, assessment, at nang tumagal, nabigyan po kami ng isang award noong August 9 sa Legazpi City," Mendoza shared.

Mendoza emphasized that the key to effective human resource management is valuing personnel. He stated, "May mga flagship program tayo kagaya ng tourism program, agricultural, at iba pa, pero sabi ko, all these things will follow kapag okay ang ating personnel."

In terms of nurturing and enhancing employee performance, Mendoza highlighted the importance of continuous training and seminars.

"Mayroon kaming continuous seminar at training sa kanila kasi dapat may implementation ng kanilang pinag-aralan. May incentive din ang mga maganda ang performance," Mendoza added.

Meanwhile, Mayor Samson of Sultan Kudarat shared that the implementation of PRIME-HRM is a long process but essential to transforming human resource management from being merely transactional to strategic.

"Ang Prime-HRM ay para maging strategic ang ating pag-manage ng ating human resource, hindi lamang transactional," Samson explained. He emphasized the need for a paradigm shift, focusing on strategic human resource management that aligns its functions to improve the overall contribution to the organization.

Samson further noted the importance of workforce planning, ensuring that the personnel of the Provincial Government of Sultan Kudarat are adequate and competent.

"Tinitignan natin ang adequacy at competency ng human resource. Mahalaga ito para matiyak na may kakayahan ang mga personnel na mag-handle ng mga programa sa Sultan Kudarat."

He also stressed the value of organizational harmony, ensuring that goals are met and projects are successfully carried out.

"Mahalaga din ang harmony sa ating organization para talagang masunod natin ang goals at masagawa ang mga proyekto," Samson said.

The Maturity Level 2 PRIME-HRM is designed to enhance the public sector's human resource management systems by promoting a culture of meritocracy and excellence in government agencies.

By receiving this certification, LGUs or agencies demonstrate their commitment to developing a professional, competent, and productive workforce that meets the standards set by the CSC.
