

Department of Interior and Local Government (DILG) Secretary Benhur Abalos recommended the filing of a criminal case against the retired policeman who was identified in a "road rage" video brandishing a gun at a cyclist in Quezon City on August 8.
According to Abalos, a culture of impunity should not be allowed for the sake of a peaceful and orderly society, expounding that bullies should not be allowed to threaten with deadly weapons.
"For the sake of a peaceful and orderly society, we cannot allow a culture of impunity. We cannot allow bullies to just go around intimidating people with deadly weapons. There must be consequences here," he said in a statement shared on his Facebook page.
Although the former cop, identified as Wilfredo Gonzales, settled the heated incident with the cyclist at the Quezon City Police District Station 11, Abalos is firm in filing charges against him despite the victim’s refusal to complain.
"Even if the victim won’t testify, criminal cases can still be filed if another witness comes forward. For example, the person that took the viral video, or other bystanders during the incident, can establish that they were at the scene, and identify the perpetrator and the acts that he committed. At the very least, a case for alarm and scandal could be filed," he said.
Sitting as the chairman of the National Police Commission (Napolcom) that supervises the Philippines National Police (PNP), Abalos assured that they will focus on the PNP’s response to the incident.
