The Department of Education (DepEd) signed a memorandum on Thursday establishing accessible loan facilities for teachers and non-teaching personnel affected by Typhoon Carina and the southwest monsoon.
DepEd Memorandum Order No. 4, Series of 2024, outlines several updated rules to ensure safety and preparedness for disaster situations. The office of the Secretary also emphasized the availability of the DepEd Provident Fund for teachers and school personnel during calamities, including typhoons.
Affected personnel may apply for a Multi-Purpose Loan (MPL) of up to PHP 100,000, with an additional PHP 200,000 available for extreme emergency cases.
To qualify, personnel must provide justification for the extreme emergency and have a net take-home pay below PHP 5,000 after loan deductions. Applicants are required to submit an application form detailing the loan's purpose, along with their latest pay slip or payroll showing monthly salary deductions.
The Bureau of Treasury has also implemented the National Indemnity Insurance Program (NIIP) to protect socio-economically important government assets against risks such as typhoons, floods, storm surges, earthquakes, and volcanic eruptions.
Additionally, schools are required under the memorandum to implement the preparedness and response measures specified in DepEd Order (DO) No. 033, which addresses School-Based Disaster Preparedness and Response Measures for Tropical Cyclones, Flooding, and Other Weather-Related Disturbances and Calamities.
