Tropical Depression Crising maintained its strength as it moved northwest toward mainland Cagayan–Babuyan Islands on Friday morning, July 18.
As of 8:00 AM, PAGASA reported that the center of Crising was located 250 km east of Tuguegarao City, Cagayan, moving northwest at 15 km/h, with maximum sustained winds of 55 km/h near the center and gusts reaching up to 70 km/h.
Following this, Tropical Cyclone Wind Signals have been raised in several areas of Luzon:
Areas under signal no. 2
- Batanes, Cagayan including Babuyan Islands
- the northern and eastern portions of Isabela (Palanan, Ilagan City, Divilacan, Delfin Albano, Quezon, Tumauini, Maconacon, Santa Maria, Cabagan, San Pablo, Santo Tomas, San Mariano, Dinapigue)
- Apayao, the northern portion of Kalinga (City of Tabuk, Balbalan, Pinukpuk, Rizal)
- the northern portion of Abra (Malibcong, Lacub, Lagangilang, Licuan-Baay, Danglas, Lagayan, San Juan, Tineg, La Paz, Dolores)
- Ilocos Norte, and the northern portion of Ilocos Sur (Cabugao, Sinait)

- The rest of Isabela, Quirino, Nueva Vizcaya, the rest of Kalinga, Mountain Province, Ifugao, the rest of Abra, Benguet, the rest of Ilocos Sur, La Union,

"The wind signals warn the public of the general wind threat over an area due to the tropical cyclone. Local winds may be slightly stronger/enhanced in coastal and upland/mountainous areas exposed to winds. Winds are less strong in areas sheltered from the prevailing wind direction," PAGASA said.
The weather buraeu added that minor to moderate impacts from gale-force winds are possible within any of the localities where Wind Signal No. 2 is hoisted. Meanwhile, minimal to minor impacts from strong winds are possible within any of the areas under Wind Signal No. 1.
Crising will move generally northwestward within the next 12 hours. On the forecast track of PAGASA, a landfall scenario over mainland Cagayan or Babuyan Islands this afternoon or evening is possible.
Crising will move west northwestward traversing over Extreme Northern Luzon until it exits the Philippine Area of Responsibility by tomorrow afternoon, July 19.
It will continue to intensify until it reaches Severe Tropical Storm category by tomorrow morning or afternoon, said PAGASA.
