

Ombudsman Jesus Crispin “Boying” Remulla announced on Tuesday that a court case will be filed before the Sandiganbayan on November 11, 2025, against individuals involved in the anomalous flood control projects.
In a press conference, Remulla said that the case will cover both those who directly participated in the anomalous transactions and those who profited from the scheme.
"So hopefully kung ngayon ay November 4, by November 11 baka mayroon na kaming na-file sa korte,” he said.
According to RH Val Gonzales's report on DZRH's Breaktime, the Ombudsman confirmed that his office has been receiving counter-affidavits from respondents as part of the ongoing preliminary investigation. The timeline, he noted, is ahead of the initial target date of November 25.
“Let’s say we receive the counter-affidavit within this week, next week we can already have a resolution. The teams, the panels in the PI can already have the resolution. And once the resolution is approved by the panel, it will go to my office and instructions for filling already," Remulla told the reporters.
Amid Remulla’s announcement, the Independent Commission for Infrastructure (ICI) submitted a new recommendation to file charges against former Department of Public Works and Highways (DPWH) Secretary Manuel Bonoan and several other former DPWH officials.
Remulla also revealed that more cases related to public infrastructure anomalies are expected to be filed next year.
Earlier, Public Works and Highways Secretary Vince Dizon remarked that around 60 individuals involved in the flood control scandal might spend their Christmas behind bars once the cases proceed.
