The confidential and intelligence funds (CIF) for this year are around 11 percent lower than the allocation in 2025, said the Department of Budget and Management (DBM) on Wednesday.

In a press conference, Budget Secretary Amenah Pangandaman announced that the CIF under the national expenditure program (NEP) will total ₱10.77 billion. Of this amount, ₱4.368 billion will go to confidential funds and ₱6.398 billion to intelligence funds.

This CIF is lower than the ₱12.1 billion apportioned for 2025 by 11.18 percent, Pangandaman said. The Office of the President will be receiving the lion’s share (₱4.5 billion), followed by the Department of National Defense (DND) (₱1.848 billion).

“Ito po ay bumaba from the GAA (General Appropriations Act) ng ₱1.35 billion or 11.18 percent. Ang pinakamataas po is the Office of the President with ₱4.5 billion, next is the Department of National Defense with ₱1.848 billion … NICA, National Security Council, Office of the Presidential Adviser on Peace, Reconciliation and Unity, Philippine Drug Enforcement—’yung lahat pong iyon mayroong ₱2.292 billion. Pero ang pinakamataas na naka-receive po diyan is ‘yung NICA po with P1.471B,” she told reporters.

Nueva Ecija 1st District Rep. Mikaela Suansing, chairperson of the House Committee on Appropriations, assured that the House will thoroughly assess which government offices should be allotted CIFs.

“As per the general provisions, there are certain agencies and offices that are allowed to have confidential and intelligence funds based on necessity, primarily those engaged in national security and those that have police and enforcement powers. So ‘yun po ‘yung magiging batayan natin sa ating pagbalangkas sa proposals pag dating po sa confidential and intelligence funds. Kung alin lang talaga ‘yung mga opisina at ahensya na kinakailangan iyon,” she said.

The CIF has become a contentious issue in recent years following the controversy over Vice President Sara Duterte’s alleged misuse of ₱612.5 million in confidential funds.

House deliberations on the 2026 national budget are set to begin on August 18.
