The Commission on Elections (Comelec) has reminded all candidates in the 2025 national and local elections to file their statement of contributions and expenditures (SOCE), whether they were elected or not.

In a Facebook post, Comelec emphasized that the requirement applies to all candidates, political parties, and party-list groups—whether they won or lost in the elections.

“All official candidates, political parties and party-lists shall file their Statement of Contributions and Expenditures (SOCE), even if they were elected or not, neither incurred expenses nor received any contribution, did not pursue or continue their campaign, self-funded their campaign, or withdrew their candidacy unless the withdrawal was done officially before the start of the campaign period,” the Commission stated.

Republic Act No. 7166, commonly referred to as the “Election Law,” particularly Section 14, requires all electoral candidates to submit a SOCE—an official document outlining the campaign contributions received and expenditures incurred by candidates and political parties.

Comelec reiterated that the SOCE must be notarized and personally signed by the candidate, or by the party treasurer in the case of political parties and party-lists.

The commission added that submissions must be filed in hard copies along with a soft/electronic copy in both PDF and Excel formats, together with an external storage device (such as a USB drive) containing the digital files.

The deadline for filing SOCE is June 11, 2025, 8:00 a.m. to 5:00 p.m., including Saturdays and holidays, within 30 days from election day.

Furthermore, Comelec strictly warned that late submissions will not be accepted, and submissions via registered mail, e-mail, courier, or messenger services are strictly prohibited.

“The deadline shall be final and non-extendible. Any SOCE filed beyond the deadline shall not be accepted,” Comelec reminded the election candidates.

Comelec also reiterated that no winning candidate will be allowed to assume office unless their SOCE has been filed within the prescribed period as mandated by law.

Meanwhile, the National Board of Canvassers (NBOC) is scheduled to resume canvassing the results of the May 12 elections at 1:00 p.m. today.
