The Quad Committee Chairman and Surigao del Norte Rep. Robert Ace Barbers underscored the mega panel's efforts in filing five legislative measures that are aimed at correcting the flaws and gaps in the country's legal framework.

According to Barbers, lawmakers and the public were able to connect how local and foreign crime syndicates carefully analyzed the legal framework, and found loopholes and weaknesses within it. The criminals used this technique to their advantage to pursue illegal activities that had the nation shaken by the crimes' gravity.

“Sa isang simpleng pag-analisa, pinag-aralang maigi ng mga local at foreign crime syndicates ang mga kahinaan at butas ng ating mga batas at ginamit nila ito upang maisakatuparan ang kanilang mga illegal na gawain sa ating bansa,” Barbers said.

From all the hearings conducted by the Quad Comm, 30 proposed amendments were submitted to further strengthen several existing laws. This would also ensure that the same abuses with the law would now be prevented.

Through this, law violations would not only be prevented, but it would also make way for lawmakers to fix the loopholes within the country's legal framework.

The five bills filed by the mega panel are as follows:

  • House Bill No. 10986 on classifying extrajudicial killings as a heinous crime
  • House Bill No. 10987 on the prohibition of all forms of POGOs in the country
  • House Bill No. 11043 on allowing civil forfeiture of any unlawfully acquired real estate properties by foreign nationals
  • House Bill No. 11117 on the cancellation of birth certificates which were fraudulently obtained by foreign nationals
  • House Bill No. 10998 on punishing conspiracy and proposal to commit espionage

Meanwhile, Barbers mentioned how the mega panel's hearings proved the culture of impunity of the Duterte administration. This was based on the testimonies of the victims’ families, including the results of their previous hearings.

The House Quad Comm was formed after authorities discovered PHP 3.9 billion worth of illegal drugs in Mexico, Pampanga last September 2023.
