Solon pushes death penalty bill targeting corrupt government officials

A bill proposing the death penalty by firing squad for public officials convicted by the Supreme Court (SC) of graft, corruption, malversation of public funds, and plunder has been introduced in Congress.

House Bill No. 11211, titled the "Death Penalty for Corruption Act," was filed by 2nd District Representative Khymer Adan T. Olaso on January 22, 2025.

The bill targets public officials ranging from the president to the lowest barangay officials. It applies to both elected and appointed officials across the executive, legislative, and judicial branches, as well as those in constitutional commissions, government-owned and controlled corporations, and other government entities. Members of the Armed Forces of the Philippines and the Philippine National Police are also included.

"The State recognizes that corruption undermines public trust, weakens democratic institutions, and diverts resources meant for national development. As such, the State shall impose the harshest penalties to deter and eradicate graft, corruption, malversation of public funds, and plunder committed by public officials," the bill's declaration of policy read.

However, the bill stipulates that no public official may face execution unless proven guilty by the SC.

Furthermore, the bill suggests that the SC, in coordination with the Department of Justice and other relevant agencies, shall promulgate the necessary rules and procedures for the implementation of this Act, ensuring compliance with constitutional guarantees of due process and equal protection under the law.

"If any provision of this Act is declared unconstitutional or invalid, the other provisions not affected thereby shall remain in full force and effect," the bill stated.

"The Act shall take effect (15) days after its publication in at least two (2) newspapers of general circulations or the Official Gazette," it added
