Senator Panfilo “Ping” Lacson on Thursday questioned the credibility of ex-DPWH asst. District engr. Brice Hernandez as a witness in the ongoing probe into multi-billion peso casino transactions linked to alleged money laundering which is related to the latest controversial case of flood control projects scam.

“From my vantage point, hindi siya credible. That’s my opinion, based on what I know about him,” Lacson said.

The senator claimed that Hernandez and his former boss ex-Bulacan District Engineer Henry Alcantara allegedly exploited 1.4 to 8 billion cash to chips during their casino ventures from 2023 to 2025.

“Niyaya lang sya, pangtaya lang siya ni Alcantara? Eh may sariling pantaya si Alcantara eh, 1.4B nga ‘yong kanyang cash to chips eh. Imagine for the past 3 years, hindi naman ito one time na nagpapalit ng 1.4B, pero from 2023 hanggang 2025 ang record sa mga casinos, the differenct casinos, imagine 1.4 to 8B ‘yong pinapalit mo na cash to chips, saan nanggaling ‘yon?” the Senator stated.

Lacson confirmed that Hernandez will be summoned before the Senate Blue Ribbon Committee to clarify his testimony.

“Gusto kong maliwanagan ‘yong sinasabi niya na delivery ng obligasyon, anong ibig niya sabihin? Gusto kong i-pursue ‘yon, kasi nandoon sa cellphone niya eh. Para maging part ng official record ng blue ribbon [committee],’ Sen. Lacson exclaimed during the Kapihan.

He stressed that formalizing Hernandez’s testimony in the Senate is necessary for the investigation to be useful in future legislative measures.

“We want to formalize it, we want to make it official ‘yong kanyang testimony para magamit namin sa aming pagpursue ng legislation.”

In earlier investigations, Hernandez and Alcantara were linked to the so-called “BGC Boys” — or Bulacan Group of Contractors — which Senator Lacson had previously exposed in a privilege speech for allegedly manipulating casino transactions while also diverting flood control funds from the Department of Public Works and Highways (DPWH).
