Baguio City Mayor Benjamin Magalong has resigned as the Independent Commission for Infrastructure’s (ICI) special adviser, the independent body investigating the anomalies and irregularities in the Department of Public Works and Highways’ (DPWH) flood control projects.

In a letter addressed to President Ferdinand Marcos Jr., dated September 26, Magalong indicated that, “The Palace’s pronouncements concerning my designation, which run contrary to the terms of my appointment, have undermined the role and mandate entrusted to me.”

However, Magalong did not elaborate on the specific pronouncements or the specific reason that made him step down from the position.

“Combined with circumstances that already cast doubt on the independence of the Independent Commission for Infrastructure, it has become clear that my continued service is no longer tenable,” the letter reads.

Despite this, he emphasized that he has never, nor will he ever, neglect his primary responsibilities to the people of Baguio, describing the residents as those whose welfare and interests remain at the core of his public service.

“I hereby tender my resignation from the Independent Commission for Infrastructure effective immediately,” the letter ended.

Palace Press Officer Undersecretary Claire Castro said during a press briefing on Friday that the Malacañang is aware of the questions about Magalong’s appointment. She also acknowledged certain reports about the Baguio City Mayor being kept busy because of the ICI investigation.

Moreover, Castro also mentioned the possible conflict of interest as Magalong is now taking on two roles. With this, Castro stated that a legal team would review the latter’s appointment to ensure the ICI’s independence would not be compromised.

The ICI is chaired by retired justice Andres Reyes Jr., with former DPWH secretary Rogelio "Babes" Singson, and SGV and Co. country managing partner Rossana Fajardo serving as members.
