Cavite 4th District Rep. Francisco “Kiko” Barzaga confronted Majority Floor Leader and Ilocos Norte Rep. Sandro Marcos with questions about former House Speaker Martin Romualdez.
In a video, Barzaga can be seen greeting the presidential son with a “Good afternoon,” to which Marcos replied, “Good afternoon, Kiko.”
After that, Barzaga can be heard directly asking Marcos: “Musta na ’yung kaso ni Tito Romualdez mo?”
When Marcos did not respond and walked away to talk to other lawmakers, Barzaga followed up with: “Ayaw sumagot… Natatakot.”
House Deputy Speaker and Ilo-ilo 1st District Rep. Janette Garin, who was standing nearby, immediately intervened, telling Barzaga: “’Wag ganyan, boss. ’Wag ganyan.” At one point, Garin appeared to tap Barzaga’s phone as he continued filming Marcos inside the plenary hall.
According to Garin, Barzaga’s actions disrupted the ongoing deliberations on the proposed ₱6.7-trillion national budget for 2026.
“He was poking his phone on my face. Sabi ko huwag kang ganyan. I don’t think it’s nice na ipopoke mo yung telepono sa mukha mo," she explained in a media interview.
Garin said Barzaga later issued an apology.
"Sige na, sige na, sorry na, sorry na, meow siya nang meow," she quoted.
Bargaza also made a statement in a separate post, saying, "Sorry Cong. Garin dapat pala pera 'yun para happy ka."
“Sandro Marcos. Kinakamusta ko lang Tito Romualdez mo dahil nabalitaan ko may kaso raw siya. ’Wag ka na magalit pls,” he wrote in a separate social media post.
The Cavite lawmaker has previously been vocal about his political differences with Romualdez. Before Romualdez stepped down as Speaker, Barzaga admitted he aspired to challenge him for the House leadership.
Romualdez recently stepped down as House Speaker following allegations of budget insertions and irregularities in flood control projects.
