Local authorities have prohibited stopping and taking photos at the site along Kennon Road where former Department of Public Works and Highways (DPWH) Undersecretary Maria Catalina “Cathy” Cabral was found dead after an alleged fall on December 18.

The move aims to reduce traffic disruption and protect public safety after visitors and motorists repeatedly paused to take pictures at the scene.

Officials have also posted signage warning against approaching the tragedy site, but some continue to ignore the restrictions, leading the local government to coordinate with Tuba Police Station to enforce the order on tourists and curious onlookers.

A reenactment involving the Philippine National Police (PNP) and other agencies at the site was held recently to assist ongoing investigations.

Cabral’s death remains under investigation by the PNP amid broader inquiries into her role in alleged anomalous flood control projects.

Her remains tested positive for an antidepressant drug according to an initial toxicology report, and authorities recovered a knife and medications from her hotel room during evidence collection.

The PNP is working with the Independent Commission for Infrastructure (ICI) and the Office of the Ombudsman to expedite forensic examination of her electronic files and documents, which may shed light on events leading up to her death.
