The Commission on Appointments (CA) bypassed the promotion of an Armed Forces of the Philippines (AFP) official following the issues raised by her wife.
Cavite 5th District Rep. Roy Loyola, a member of the powerful committee, said BGen. Ranulfo Sevilla will return to colonel rank.
"Na-bypass siya, balik siya sa dati niyang ranggo. Balik colonel. Well, it would depend on the AFP if ever he would be up again for promotion," he told reporters in an interview.

In a separate interview, Camiguin Rep. Jayjay Romualdo said the decision stemmed from the non-agreement of Sevilla to take care of his family, especially his children.
"Unaninous ang decision na he will be bypassed [....] Hindi naman kami korte, Comission of Appointments kami, but tinulungan lang namin siya at pamilya. I think ang hinigi lang ng asawa is only support. Tuparin lang niya iyon," he added.

The CA first deferred the promotion of Ranulfo last March 12 after Tessa Luz Aura Reyes-Sevilla came forward alleging that her husband was abusive, committed infidelity, and unsupportive of their children's needs.
Before the second CA deliberation, Tessa conveyed her intention to file a case against her husband before the civil court to block his promotion.
She challenged the AFP to conduct a "full-blown investigation" into the alleged stay of her husband's mistress in the AFP camp.
