Antipolo City will begin the dry run of its Modified Truck Ban Ordinance on Tuesday, December 9, 2025, the local government announced on Sunday.

Antipolo City Mayor Jun-Andeng Ynares said aims to ease the heavy traffic congestion that has long plagued major roads in the city.

“Layunin po ng ordinansang itong bawasan ang bigat ng trapiko na kaakibat at kasama ng pag unlad ng isang lungsod at pag laki ng population,” Ynares stated.

According to city officials, the ordinance enforces a total ban on trucks along select roads and a regulated ban on major routes during rush hours. The dry run is expected to help both motorists and enforcement teams adjust before the full implementation of penalties.

The regulated truck ban will be implemented from 5:00 a.m. to 8:00 a.m. and 5:00 p.m. to 8:00 p.m., except on Sundays and holidays. The schedule applies to several major roads that frequently experience heavy traffic.

Roads under Total and Regulated Truck Bans

Total Ban (24/7, all trucks prohibited):

  • Olalia Road

  • Daang Pari

Regulated Ban (5–8 AM, 5–8 PM; except Sundays & holidays):

  • Marcos Highway (Cainta boundary to Padilla)

  • Ortigas Extension (Taytay boundary to Lico's Park)

  • Antipolo–Teresa Road (Lico's Park to Teresa boundary)

  • ML Quezon Extension (Angono boundary to Shopwise)

  • Sen. Lorenzo Sumulong Memorial Circle (Lico’s Park to Robinsons Place Antipolo)

  • Sumulong Highway (Masinag Intersection to Robinsons Place Antipolo)

  • Cabrera Road (Marigman Road to Taytay boundary via Cabrera Road)

Exempted Vehicles

Certain trucks will still be allowed passage, including:

  • Emergency response and utility vehicles (fire trucks, military, rescue units, power/water service trucks)

  • Garbage and sanitation trucks

  • Relief carriers and government project vehicles

  • Essential goods and fuel transporters (petroleum, rice, perishables, frozen meat, feeds, and similar)

  • Authorized return trips for trucks heading back to their registered home garage in Antipolo

The Antipolo LGU acknowledged that worsening congestion along Marcos Highway and other areas is partly due to intersections acting as chokepoints and a shortage of traffic enforcers.

Officials admitted they are short by around 300 personnel, with more resigning than applying. As a temporary solution, the city has requested assistance from the Philippine National Police to boost visibility and discipline among motorists.

Although penalties will not yet be imposed during the dry run, the ordinance outlines the following fines for future violations:

  • ₱2,000 – First offense

  • ₱3,000 – Second offense

  • ₱5,000 – Third offense (the maximum fine allowed under national law)

Unsettled Ordinance Violation Receipts (OVRs) after three days will be endorsed to the Land Transportation Office (LTO) and the Business Permits and Licensing Office (BPLO) for further action, particularly for repeat offenders.
