The year 2024 will go down in history as a significant period for the Philippine Senate, marked by major leadership changes, crucial legislative action, and high-profile investigations.
As the Senate worked to address a variety of national issues, its members engaged in debates and hearings that captured the public’s attention, making the year both controversial and transformative for the institution.
Senate leadership transition
One of the most dramatic moments of 2024 was the change in Senate leadership. On May 20, Senator Juan Miguel "Migz" Zubiri was replaced as Senate President by Senator Francis "Chiz" Escudero, after months of speculation.
Despite his initial support from fellow Mindanaoan senators like Senator Bong Go and Senator Ronald "Bato" dela Rosa, Zubiri ultimately succumbed to the overwhelming support for Escudero, with 15 senators signing a resolution backing the latter’s leadership.
In his farewell speech, Zubiri defended his term, asserting that he had preserved the Senate’s independence but admitted that his refusal to follow certain directives led to his replacement.
Meanwhile, Escudero quickly assumed the role of Senate President following a motion by Senator Alan Peter Cayetano, marking a new chapter for the upper chamber.
Major legislative milestones
2024 also saw the passage of key legislation aimed at addressing various sectors of society. Some of the significant bills that passed included:
- National Land Use Act – Aiming for better land management and sustainable development across the country.
- Universal Health Coverage Act Amendments – Strengthening the country’s healthcare syste
- Higher Education Act – Improving the quality of higher education and expanding scholarship opportunities.
- Anti-Discrimination Bill – Expanding protections for marginalized sectors and combatting discrimination based on gender, sexual orientation, and other factors.
Investigations that captured national attention
Senator Risa Hontiveros led one of the year’s most discussed investigations—the Senate Committee on Women and Children’s inquiry into the operations of Philippine Offshore Gaming Operators (POGO). The hearings exposed the criminal activities of former Bamban, Tarlac Mayor Alice Guo, also known as Guo Hua Ping.
Guo’s involvement in illegal operations prompted President Ferdinand Marcos Jr. to issue a directive to end all POGO operations in the country by December 31, 2024.
Furthermore, the investigation also linked Pastor Apollo Quiboloy of the Kingdom of Jesus Christ (KOJC) to serious charges, including human trafficking, child exploitation, and money laundering.
Quiboloy, who initially resisted appearing before the Senate, was later arrested in Davao City and brought before the Senate to answer the allegations.
The impeachment proceedings and national security concerns
In addition to the high-profile investigations, 2024 also saw the Senate involved in impeachment proceedings, most notably against a member of the Commission on Elections (COMELEC) over allegations of election-related misconduct. Senators debated whether to proceed with the case, showcasing the Senate’s role in ensuring accountability within the government.
National security and foreign policy remained key topics throughout the year. With the ongoing tensions in the South China Sea, the Senate held multiple hearings to examine the country’s defense posture and diplomatic relations, particularly with China and the United States.
Senators also discussed the Enhanced Defense Cooperation Agreement (EDCA) and the Philippines' role in regional security alliances, reflecting the nation’s strategic priorities.
Disaster management and social reforms
The Senate also turned its attention to the government’s handling of natural disasters, such as typhoons and earthquakes, that affected various regions. Senators called for stronger disaster preparedness and response mechanisms, pushing for reforms to improve the country’s resilience to future calamities.
On the social front, the Senate debated reforms aimed at improving welfare programs for senior citizens, persons with disabilities (PWDs), and marginalized communities. These discussions were especially timely, given the challenges posed by the aftermath of the COVID-19 pandemic.
Charter Change
Charter Change (Cha-Cha) continued to be a topic of contention, with some senators pushing for amendments to ease restrictions on foreign investments and promote economic liberalization. However, this proposal faced strong opposition from those concerned about national sovereignty and the political balance of power.
In a year marked by debates on governance, the Senate made its voice heard on the most pressing issues facing the nation.
The Philippine Senate’s activities in 2024 demonstrated its crucial role in shaping the nation’s future. From leadership changes to landmark legislation, national security concerns, and high-profile investigations, the Senate was at the heart of political life in the Philippines.
With several significant reforms and inquiries underway, the Senate’s work in 2024 will leave a lasting impact on the country’s political and social landscape.
